Environmental Planner: NEPA Specialist

Harris Miller Miller & Hanson Inc. (HMMH) has an immediate opening in our Washington, DC (preferred location) or Burlington, MA office for an Environmental Planner: NEPA Specialist. HMMH is a leading transportation consulting firm in the United States. For 30 years, HMMH has maintained a reputation of technical excellence through our on-going support to various federal agencies, including the FAA, the Volpe Center, Department of Justice, Department of Transportation, NASA and most recently the Joint Planning and Development Office (JPDO). HMMH actively supports various airport authorities as well as local and state governments that serve as airport operators. With our emphasis on efficiency, cost-effectiveness, technical excellence, and top-quality delivery, HMMH has supported our clients by providing national experts in various fields of NEPA analysis with experience in preparing EAs and EISs for more than 40 aviation projects in the U.S. Much of our work focuses on the evaluation of environmental effects of proposed changes in flight procedures through EAs and EISs; FAR Part 150 noise compatibility studies; and on-call contracts with airports throughout the country.
Our Environmental Planner will provide planning support for airport and airspace environmental projects. Experience performing technical tasks and supporting client relationships to craft solutions that meet and balance both small and large environmental project challenges is a key requirement. The ideal candidate will perform technical analysis to develop and evaluate alternatives, research and write technical reports, prepare NEPA documents, and participate in public involvement processes for a variety of transportation and other projects. You will be a member of multidisciplinary teams and will lead environmental tasks. Assignments are typically well-defined, vary in scope, and are best accomplished by a highly organized, self-motivated, detail-oriented planner with excellent writing skills and both practical experience and working knowledge of NEPA and other environmental regulations. You will be responsible to research, analyze, and compile data, review and prepare written environmental documentation and other related materials, and effectively communicate with multiple stakeholders. When managing environmental tasks, you will oversee and mentor other staff. You should have an affinity for understanding spatial relationships as well as a desire to grow personally and professionally with each environmental planning opportunity. You will contribute to the strategic direction and growth of the environmental practice area and may be expected to work on project proposals, provide business development support, and participate in industry events.
Required education and experience:
- A proven and successful track record in environmental planning, including NEPA environmental documentation and environmental permitting processes
- B.S. in Urban, Regional or Environmental Planning, Landscape Architecture, Environmental Science, or related field is required (MS preferred)
- 7 to 10 years of related environmental planning experience, preferably in an aviation consulting environment
- Demonstrated experience with NEPA requirements and permitting processes and, mitigation measures
- Project management experience: budget/scope of work; project schedules; technical oversight
- Client interaction and client management experience
- History of meeting project delivery deadlines
- Ability to work effectively in a team environment as well as independently
- Excellent communication skills (verbal and written)
- Proficient user of MS Office products (Word, Excel, PowerPoint); MS Project experience a plus
