The Challenge
Naples Municipal Airport required a broad range of consulting services.
The Strategy
HMMH provided these services including:
- Part 150 Updates for 1996, 1998, and 2000
- Noise analyses for a 1996 Master Plan Update
- Part 161 Study for restriction of Stage 2 general aviation jet operations
- Noise monitoring and complaint analysis software, a portable noise monitoring field kit, and associated staff training
The Solution
The series of Part 150 Update studies and the Part 161 study set national precedents in two areas:
- FAA's first approval of a new airport noise restriction since passage of the Airport Noise and Capacity Act of 1990 and promulgation of Part 161 in 1991; i.e., a 24-hour restriction on non-emergency, non-government Stage 2 g.a. jet operations
- FAA's first finding that an airport had successfully complied with Part 161 notice and consultation requirements (for extension of the restriction to include Stage 2 aircraft).
Before pursuing the use restriction options, HMMH assisted the airport in designing and implementing non-restrictive measures, including a preferential runway program, noise abatement flight tracks, noise abatement departure procedures and compatible land use measures.
HMMH has just initiated another update to the Naples Part 150.
