D. Barrett

Doug Barrett, Vice President

Doug Barrett directs HMMH's Highway Group. Since joining HMMH in 1986, Mr. Barrett has worked on a wide variety of projects, including traffic noise assessments, aircraft ground noise evaluations, noise barrier design studies, and NEPA documents. His traffic noise experience spans environmental documents through system-wide assessments and complex noise barrier final-design studies. He has directed aircraft ground noise studies at locations ranging from commuter airline facilities to major air-carrier hubs. In addition, Mr. Barrett was a key architect in the design and application of HMMH's Virtual Soundscapes.

Linda Fitch, Vice President

Linda Fitch has overall responsibility for finance and contract management. As a Vice President, she is a core member of the operations management team and an active participant in the company's business and strategic planning. As Secretary of the corporation, Ms. Fitch has corporate record-keeping duties and also acts as the firm's liaison with outside counsel for all legal matters.

L. Meister

Lance Meister, Vice President

Lance Meister is the leader of HMMH's Rail/Transit Group, specializing in rail and transit noise and vibration projects. Mr. Meister has over 15 years experience on BRT, LRT, rail transit, freight rail and high-speed rail projects. He is one of the primary instructors of the FTA's rail noise and vibration training course, which is taught throughout the country, and is one of the co-authors of the FTA's Transit Noise and Vibration Impact Assessment.

Alison Moore

Alison Moore, Vice President

Alison Moore is HMMH's Human Resources Manager and is also responsible for HMMH's administrative services group. As a Vice President at the company, she is actively involved in business operations, management, and strategic planning.

Gene Reindel, Vice President

Gene Reindel leads HMMH's Aviation Environmental Services group and is manager of its Sacramento, California office. He is responsible for a the full spectrum of airport noise consulting projects including Part 150 noise compatibility studies, noise and operations monitoring system acquisition, acoustical design and testing for sound insulation programs, NEPA/CEQA, and helipad project noise assessments. Mr. Reindel holds a Master's of Engineering in Acoustics from the Pennsylvania State University and teaches courses in acoustics, sound measurements, and the Integrated Noise Model.

Diana Wasiuk, Director of Airport & Airspace Planning

Diana Wasiuk manages HMMH's airport and airspace planning practice. She also serves as Senior Policy Subject Matter Expert for the JPDO. Ms. Wasiuk joined HMMH in 2006, bringing more than 10 years of expertise in airfield and airspace operations. She has a strong understanding of the National Airspace System structure, and is a certified pilot.

Vinnie Khera, Director/Principal Consultant

Vinnie Khera manages HMMH's Washington DC office and leads our Advanced Programs group. Mr. Khera has worked with federal, state, and local governments, as well as community groups to find balanced solutions to issues involving the effects of new capacity enhancing technologies and policies on the environment. Mr. Khera is a member of TRB's Effects of Aviation on the Environment Committee, ACC’s Planning Committee and the JPDO Airports as well as Environment Working Groups.

Philip DeVita

Phil DeVita, Director of Air Quality

Phillip DeVita heads the firm’s air quality practice.  Mr. DeVita is an American Meteorological Society Certified Consulting Meteorologist with twenty years’ experience in air quality permitting and modeling, wind turbine and solar evaluation, air emissions characterization, and meteorological monitoring.  His expertise includes atmospheric dispersion modeling to support permitting and siting studies, mobile source analyses, feasibility studies, green house gas emission analyses, and consequence analyses for hazardous chemical releases.

Steve Barrett, Director of Clean Energy

Steve Barrett supports HMMH clients across all practice areas with planning and managing clean and renewable energy projects. He has over 15 years of experience in environmental and regulatory consulting and project management for energy and infrastructure projects. Steve is also a LEED Accredited Professional and is available to support broader sustainability planning and development. Examples of projects that Steve is working on include development of national guidance for solar development projects at airports, management of wind and tidal energy development projects for municipalities, and support for private and public wind farm developments.

Robert Mentzer

Robert Mentzer, Jr., Principal Consultant

Robert Mentzer has specialized in airport environmental noise and air quality issues since 1989. Mr. Mentzer is nationally recognized as one of the most experienced users of the Federal Aviation Administration (FAA) Integrated Noise Model (INM) and assists in the preparation and presentation of HMMH’s INM course. Mr. Mentzer has led the preparation of noise contours for over 60 airports, including Part 150 Land Use Compatibility Planning Studies, Environmental Impact Studies, Part 161 Noise and Access Restriction Studies, and other airport environmental and master plan studies. He has also prepared several General Conformity determinations and Emission inventories.

Jason Ross

Jason Ross, PE, Principal Engineer

Jason Ross specializes in project management of environmental noise and vibration rail studies. Projects have included environmental assessments, compliance testing, development of noise and vibration data measurement systems, detailed analyses of vibration-sensitive equipment, participation in public meetings, teaching courses and expert testimony. In addition to rail studies, Mr. Ross has extensive experience in projects for highways, national parks, airports, and industrial facilities and is the technical manager of HMMH’s acoustical laboratory.

Dave Towers, PE, Principal Engineer

Dave Towers works on projects in a variety of areas including environmental, industrial, and architectural noise and vibration control. He specializes in rail transportation systems, construction projects and industrial facilities. His activities in these areas have included field survey measurements, acoustical design and specification, environmental assessments, and noise and vibration control for facility construction and operation.

Hugh Enxing, Product Development Manager

Hugh Enxing leads HMMH Products Group. He provides architecture, design and implementation of flight tracking and noise contouring systems for the airport industry. Mr. Enxing is responsible for implementing software development and quality assurance standards throughout HMMH. His responsibilities also include developing next generation flight tracking and analysis software.
